Planning Framework

Temple’s Campus Development Plan establishes a flexible framework for shaping the university’s physical campus over time. The plan supports ongoing decision-making, helps align short-term investments with long-term goals and provides guidance for future academic, research, student life, housing, sustainability and public realm improvements.

The plan is not a fixed construction schedule. Instead, it is a reference framework that will help Temple evaluate opportunities, respond to changing needs and make coordinated decisions about the future of its campuses.

Purpose of the Plan 

The Campus Development Plan is intended to:

• Support ongoing decision-making about campus facilities, infrastructure and public spaces.
• Ensure that short-term decisions do not limit Temple’s long-term campus vision.
• Provide guidance for known academic, research, student life and operational needs.
• Preserve flexibility for future opportunities and needs that may emerge over time.

This language is directly aligned with the purpose slide in the planning deck, which emphasizes decision-making, long-term vision, known needs and flexibility for unknown needs.

Planning Objectives

Building Connections helps translate university priorities into campus improvements. It also provides a way to coordinate needs across Temple’s portfolio of facilities, respond to changing enrollment and funding conditions, and anticipate long-term operational changes.

The plan supports Temple’s ability to:

• Connect strategic priorities to physical campus investments.
• Coordinate planning across campuses, buildings and land holdings.
• Respond to evolving academic, research and student needs.
• Consider operational, financial and infrastructure realities.
• Preserve flexibility as conditions change. 

How the Framework will be Used

Building Connections will serve as a reference point for future planning conversations, feasibility studies, project design, capital planning and campus investment decisions. It can help Temple evaluate whether future opportunities support the university’s long-term vision and align with institutional priorities.

Future projects will continue to require appropriate planning, funding, approvals, design development and stakeholder engagement before moving forward.
